Challenge
Defence required a significant uplift in its C4ISR (Command, Control, Communications, Computers, Intelligence, Surveillance, and Reconnaissance) capability to strengthen Joint Force readiness and targeting operations. Key challenges included:
Fragmented systems and processes across multiple domains, limiting interoperability.
Siloed data flows, slowing the creation of a unified targeting picture.
Lack of integrated enterprise models, making it difficult to assess capability impacts across the Joint Force.
Operational risk due to inconsistent security, classification handling, and governance.
The requirement was for a classified capability development program that would align enterprise architecture, security, and modelling with Defence’s future force design objectives.
Azooa’s Approach
Business and Capability Analysis
Azooa engaged with VCDF and C4ISR groups to capture enterprise requirements for targeting systems. This involved mapping existing processes, identifying interoperability gaps, and aligning with Defence’s Joint Force enterprise modelling framework.
Enterprise Modelling
Using enterprise modelling techniques, Azooa supported:
Mapping of targeting workflows and data exchanges across Joint Force environments.
Development of architecture blueprints to guide integration of new capabilities.
Simulation of “to-be” states, allowing Defence to assess the impact of future technology and doctrine changes.
Secure Solution Design
Our solution architecture emphasised:
Security-by-design for classified operations.
Metadata-driven data exchange to ensure compliance with Defence’s ISM and targeting protocols.
Scalability for integration with emerging ISR platforms and decision-support tools.
Governance and Vendor Management
Azooa provided project governance and vendor management to:
Coordinate across multiple Defence stakeholders and technology providers.
Ensure delivery milestones aligned with Defence’s capability development roadmap.
Embed structured risk and assurance frameworks into classified delivery.
Outcome
The Defence Targeting Enterprise initiative enabled:
Uplift of C4ISR capability, improving targeting accuracy and operational tempo.
Integrated enterprise models, giving Defence a clearer view of dependencies and impacts across the Joint Force.
Future-ready architecture, enabling Defence to adopt emerging ISR and decision-support technologies with reduced risk.
Strengthened security and governance, ensuring compliance while supporting rapid capability delivery.
Why Azooa
Azooa combines expertise in Defence ICT, classified system delivery, and enterprise modelling. By supporting VCDF and C4ISR groups, we enabled Defence to modernise targeting enterprise capability, ensuring Australia’s Joint Force is more integrated, resilient, and operationally effective.
